Federal grants are economic aids that are announced by each agency. A federal grant is usually in the form of financial assistance from any federal agency to a recipient to carry out a public purpose authorized by a law of the federal State. As per the American Government & Politics, by Jay M. Shafritz, a grant is usually defined as “a form of gift that entails certain obligations on the part of the grantee and certain expectations on part of the grantor.” The key point here is “obligations”, because in case the grantor is not satisfied with how the grantee fulfills these obligations, there may be a discontinuation of the grant.

Almost all the federal grants are meant for organizations, institutions and state as well as some forms of local government or administration, which are responsible for planning and execution of major projects which benefit certain segments of the population, or even certain communities. However, the organizations that receive these grants are expected to operate under strict government supervision, and must meet certain standards set up by the Government during the duration of the project or the funding period of the grant. All project expenditures must be strictly accounted for. The Government conducts detailed audits annually to maintain a record of the expenses. The detailed program goals are to be carried out exactly as stated in the application for the grant, and in case any change is required, it must be specified by the Government. All phases of the project must meet the specified deadlines. In case the recipient of the grant fails to perform under the requirements for the grant can result in grave criminals as well as economic penalties, such as economic sanctions, or imprisonment for improper use or theft of public funds. These grants are mostly awarded to federal agencies, states cities, educational and research institutes; few individuals possess enough financial strength or expertise to prepare proper applications for federal grants. Almost all organizations employ full time staff for only applying and administering federal grants.

These grants have also come under much criticism recently for excessive regulation and inadequate opportunities for small-scale businesses. They have also been criticized for providing more money per person to smaller states, irrespective of the net population of the state. Other important issues such as excessive categorization, arbitrary federal decision-making, and grantmanship (where the grants allocation is biased towards the organizations who know how to exploit its loopholes) have also been raised as a criticism against federal grants.
